A great extrait is conceived as an extrait.
Its proportions, evaporation, texture and movement are built around a different idea of presence. It can feel denser without becoming louder. It can remain close to the body while lasting for hours. It can reveal itself slowly rather than arriving all at once.
The concentration is part of the composition because the composition was written for it.

This is where perfumery becomes closer to fashion than mathematics. A bias-cut silk dress and an armoured couture coat are not competing to see which contains more fabric.
They have different intentions and architecture, different consequences when worn.
Perfume works exactly the same way.

Except the nose has never worked like that.
A technically enormous perfume can leave you completely indifferent. A composition with less concentrate can walk past you once and stay in your head for ten years, and there is no percentage for that.
THE PERFUMER DECIDES THE RULES BEFORE YOU SEE THE NUMBER
The real question is not:
How much concentrate can we put into this bottle?
It is:
What does this perfume need to become itself?
Sometimes the answer is an Extrait.
Sometimes it is an exceptionally concentrated formula.
Sometimes the formula needs volatility, transparency and distance.
Sometimes it needs weight.
Sometimes it needs restraint.
The intelligent decision is not always to add, it is to know what the composition is asking for. That is why the most interesting number in perfumery is rarely the largest one.
It is the one at which the perfumer stopped. Not because they could go no further, because the perfume had arrived.
Concentration is part of the script, but not the review.
Read the percentage if you want, then forget it.
Put the perfume on your skin and find out which game it came to play. The nose still gets the final vote.
